Meet the OOI Team

Tamara Zeidan

Tamara ZeidanTamara Zeidan serves as the inaugural Director of the Office of Innovation at the DC Department of Insurance, Securities and Banking (DISB). She leads the District’s efforts to drive innovation in financial services and strengthen Washington, DC’s position as a hub for inclusive, responsible fintech growth. Under her leadership, the Office of Innovation partners with fintech, insurtech, and regtech companies provide regulatory guidance, foster collaboration, and expand access to technology-driven financial solutions for underserved and underbanked communities. With over 17 years of experience building partnerships across government, private, and nonprofit sectors, Tamara is committed to advancing financial inclusion and shaping an equitable and responsibly innovative financial ecosystem in the District.

Max Nurov

Max NurovMaxim Nurov serves as the Fintech Policy Advisor at the Office of Innovation (OOI). He conducts policy research on the financial technology sector and analyzes trends in emerging technologies, including blockchain, digital assets, and artificial intelligence. He also monitors federal fintech policy developments, evaluates state-level regulatory best practices, and identifies regulatory barriers facing fintech companies in the District of Columbia. Maxim leads OOI’s efforts to develop local fintech policies that provide regulatory clarity, foster innovation, and advance financial inclusion in the District. Before joining OOI, he worked in both traditional finance and fintech firms, where he managed legal and compliance matters. Maxim holds an MBA from Duke University.

Roderica Key

Roderica KeyRoderica Key serves as the Program Analyst for the Office of Innovation at DISB. She supports the office’s strategic and operational goals by coordinating outreach initiatives, managing stakeholder engagement, and tracking performance metrics that inform program planning and policy development. With over a decade of experience in government administration and program operations, Roderica is passionate about building efficient systems and fostering meaningful connections that strengthen the District’s innovation ecosystem. Her work helps advance the office’s mission to promote inclusive innovation for residents and businesses across Washington, DC.
