This page contains proposed health plan rate information for the District of Columbia’s health insurance marketplace, DC Health Link, for plan year 2027.
The District of Columbia Department of Insurance, Securities and Banking (DISB) received 181 proposed health insurance plan rates for review from CareFirst BlueCross BlueShield, Kaiser Permanente and United Healthcare in advance of open enrollment for plan year 2027 on DC Health Link, the District of Columbia’s health insurance marketplace.
The three insurance companies filed proposed rates for individuals, families and small businesses for the 2027 plan year. Overall, 181 plans were filed, compared to 194 last year. The number of small group plans decreased from 167 to 157, and the number of individual plans increased from 27 to 24.
In the individual market, CareFirst proposed an average increase of 8.6 percent for HMO plans, and an average increase of 9.6 percent for PPO plans. Kaiser Permanente proposed an average increase of 10.0 percent for individual plans. For small group plans, CareFirst filed average rate increases of 9.8 percent for HMO plans and 4.5 percent for PPO plans. Kaiser proposed an average increase of 8.0 percent. Finally, United Healthcare proposed an average increase of 25.0 percent and 25.0 percent for its two HMOs and 25.0 percent for its PPO plans.

The attachment below include tables of proposed rates for individual and small business plans to be offered on DC Health Link in 2027. The tables show low, high and average premiums by company, product type and metal level for ages 27, 40 and 55.
