The Insurance Database Amendment Act of 2024, effective March 7, 2025 (D.C. Law 25-0264; D.C. Official Code § 3-1481) requires the Commissioner of the Department of Insurance, Securities, and Banking to establish and maintain a publicly available slavery era database.
During the slavery era several insurance companies, including their predecessors, issued insurance policies covering their losses due to damage or death of their slaves. These documents provide evidence of the financial gains these insurance companies made from slavery.
