- Who administers the Water Damage Remediation/Restoration Grant Coupon Voucher Program?
This program is administered by the Department of Insurance, Securities and Banking (DISB) in partnership with the Department of Energy and Environment (DOEE). You should contact the DISB Water Damage Coupon Assistance Center Administrator at (877) 336-2627 for assistance or DISB about general program questions or information.
- What are the eligibility requirements for the program? (An applicant must meet at least one of the following eligibility requirements)
- Low-income DC resident
- 65 years or older with yearly (gross) household income less than $60,000.
- A veteran and/or has a disability with a yearly (gross) household income less than $65,000.
- Have a household income below a specific threshold depending on family size.
- Participate in at least one of the following programs: SSI, WIC, SNAP, Medicaid Medicare, SSDI, or similar income-restricted programs.
- What documentation do I need to submit to apply for assistance?
- One state issued photo ID if applicable:
- Proof of Identity (can include driver’s license, passport, military ID, or other government issued identification bearing a photo)
- Proof of income (can include recent pay stubs, social security check, W-2, court ordered child support award, or other verifiable income/support documentation or current tax form)
- Proof of residency (can include a copy of a rental lease or real property tax form)
* If you are not the property occupant, lessor or owner you may be asked to provide evidence of guardianship, power of attorney or conservatorship.
- Why do I need to prove my income?
Residents are required to submit their income because this program is intended to assist low-income DC residents who may have experienced flood events and flood losses that are not covered by a standard homeowner’s or renter’s insurance policy.
- How much will a coupon be issued for?
You may be issued a coupon to cover losses in an amount that ranges from $1,500 to $3,500 based on the size of the dwelling.
- What services are covered by this program?
- Water removal/dry-out efforts
- Cleaning, removal and disposal of damaged personal property
- Preventative mold formation and remediation treatments
- Can we use any restoration company, or are there specific restoration companies to use?
You may not use the coupon for services from any restoration company. You can choose, or you may be assigned a service provider, from an approved list of vendors.
- Who are the vendors, how are they selected, and what services do they provide?
Vendors are local service providers who have gone through a rigorous vetting and bidding process. They provide initial/immediate remediation and restoration services.
- What does the remediation/restoration process look like?
- Once you have selected the vendor the following will occur:
- An email, text, mail or phone will be sent/delivered to you, providing details about the company responsible for delivering the services.
- You will be contacted to schedule a service appointment.
- Once the vendor arrives, an assessment will be conducted, and documents will be reviewed and signed to commence the remediation and restoration service.
- Finally, please ensure that you sign and hand over your coupon or voucher to the vendor.
- Once you have selected the vendor the following will occur:
- Is everyone guaranteed to receive a water damage coupon?
This program is operated on a first come, first served basis. - Can I still receive a water coupon if I have already received assistance from other flood relief programs?
Yes! You may still receive a coupon if the assistance you have already received does not duplicate the services provided by this grant program. - Does this program replace flood insurance?
This program does not replace flood insurance. - Does this program cover temporary housing if my home is uninhabitable?
The Water Damage Remediation Restoration Grant Coupon-Voucher Program does not provide temporary housing. If damage is determined to be catastrophic, presents a serious structural concern, or falls outside the scope of relief established by this program, other guidance will be provided. - How long will it take to complete the application?
It should not take more than one hour to complete the application. If needed, assistance is available to help complete the application. - How will I be notified regarding the status of my application?
- Notifications are sent throughout the application process either by text, mail, email or phone. Once an application has been reviewed and either denied or approved, you will be notified of the status. If your application is approved, you will receive notice of next steps.
- Information on the status of the application can also be viewed by visiting the application portal.
- Am I eligible for other resources if I do not qualify for this grant?
- Yes! You will receive links to other possible resources.
- What recourse do I have if I am unhappy with the service that a vendor has provided?
- Vendor service concerns/disputes should be handled directly with the vendor you select to service your property. If your concern is not addressed or resolved by the vendor, you may file a consumer complaint with the Department of Insurance, Securities and Banking.
