Student Loan Servicer Licensing

Pursuant to Section 31-106.02 (c)(1) of the Code of the District of Columbia except as provided in subsection (b) of this section, a person or entity seeking to operate as a student loan servicer in the District of Columbia shall apply for a student loan servicer license by submitting a completed application to the Commissioner of the Department of Insurance, Securities and Banking.

Student loan servicers must submit a licensing application through the Nationwide Multistate Licensing System (NMLS), a secure nationwide licensing system. The District of Columbia’s student loan servicer licensing application is available on the NMLS website.

A student loan servicer license issued before November 1st of a given year shall expire each year on December 31st.

Exemptions

Certain entities may be exempt from the licensure and reporting requirements of the District of Columbia Code §31-106.02. Entities that believe they are exempt should notify the Department by email at [email protected]. The notification should include a detailed description of the reason the entity believes it is exempt and should be addressed to the Student Loan Ombudsman.

Annual Reports

All entities active the preceding year, even if not active the current year, must submit a completed Student Loan Servicer Annual Report to the Department by January 30th.
