Overview
The DC Department of Insurance, Securities and Banking (DISB) established the Water Damage Grant - Remediation Restoration Certificate Program (“program”) in 2024 to assist income-eligible homeowners and renters who suffer a water-related loss not caused by or the result of the resident.
The WDGRRC program provides immediate water remediation services to qualifying DC residents who have experienced a flood event and a flood loss due to a storm surge, flash flood, city capacity overflow/backup, torrential rain or another related or qualifying event when insurance coverage or the financial means for remediation and/or restoration is not available or affordable.
The program is designed to quickly address a qualifying resident’s water related damage within 72 hours. Participation in the WDGRRC program helps reduce flood damage losses, mitigates threats to a property’s structural integrity and addresses safety and sanitary concerns to support a healthy and sustainable community.
Most importantly, the WDGRRC program supports disadvantaged individuals in our communities to prepare for, adjust to and recover from natural hazard disruptions through assistance, education and connections to resources.
The program provides immediate water remediation restoration services/products to cover losses in increments of $1,000, $2,000 and $3,000 depending on the category or extent of water damage.

Once the documents and claim application are approved, you will receive a Certificate entitling you to remediation services. Contact the Water Remediation Partner(s) appearing on the Certificate to schedule a remediation appointment.

Services Covered
The following services are covered under the program: dewatering and pump‐out/dry‐out efforts, cleaning, removal or disposal of damaged personal property, treatment to prevent mold formation and remediation and the identification and address of immediate safety concerns.
Services Not Covered (Exclusions):

Properties having 2 inches or more of water incursion

Properties with significant and major water damage

Properties involved in a major flooding event
*This program is for remediation and restoration services. It does not offer a service to repair or replace damaged property or fix foundations, drywall or structural issues.

The Program supports participants on a first come, first served basis. If you do not meet the qualification for this Program or if the services you need are severe, you may be directed to alternate programs through the DC Mayor’s Citywide Call Center (311).
