Opportunity Account Program Administrator Request for Proposal

The Department of Insurance, Securities and Banking through the District’s Office of Contracting and Procurement is soliciting request for proposal (RFP) for an Administrator to run the Opportunity Accounts Program (OAP). OAP is intended to provide financial assistance for low-income District residents by leveraging funds from the public and private sectors.

The purpose of the Program is to increase the ability of low-income individuals and families to save and expend money for education, job training, the purchase or major repairs of a primary residence, business start-up costs, and other purposes, among other actions, providing District, federal, and/or third-party matching funds for each dollar saved by an Account Holder under the Program.

The Contractor shall administer the Program, including providing incentives for Account Holders to accumulate assets, achieve economic self-sufficiency, and improve aspects of individual and family lives of the Account Holders. Also, the Contractor develop policies and procedures, application forms, providing assistance to residents in opening accounts, locating matching funds, ensuring that withdrawals comply with the law, and submitting regular activity reports to the Department.
