The Risk Finance Bureau regulates captive insurance companies, risk retention groups and other kinds of non-traditional risk transfer mechanisms that are licensed by the Department of Insurance, Securities and Banking (DISB). DISB licenses qualified institutions, performs financial analyses and conducts regular financial examinations to ensure financial solvency.
