Calculating Assessable Premium Balances Bulletin

The intent of this Bulletin is to communicate to all District of Columbia licensed health maintenance organizations writing subsidized health lines of business the Department of Insurance, Securities and Banking's ("Department") position with respect to the application of the Insurance Regulatory Trust Fund Act of 1993, effective October 21, 1993 (D.C. Law 10-40; D.C. Official Code § 31-1201 et seq.) to DC HealthCare Alliance premiums. Beginning in the year 2010, and continuing each assessable year thereafter, the Department will include DC HealthCare Alliance premiums in the calculation of each company's assessable premium balance.
