Information About January 2015 Proposed Rates for Health Plans on DC Health Link
The D.C. Department of Insurance, Securities and Banking received proposed health insurance plan rates to sell on the District of Columbia’s health insurance marketplace, DC Health Link, for plan year 2015.
Four major insurance companies – Aetna, CareFirst BlueCross BlueShield, Kaiser Permanente and UnitedHealthcare – have proposed rates for individuals, families and small businesses.
The department will review the rates and may make adjustments to what was filed. When final, the rates will be posted on the department’s website at disb.dc.gov.
Based on the 2014 market experience, some insurers modified or discontinued plan offerings. Forty-two new plans are proposed for 2015; all in the SHOP market with the exception of one individual plan. UnitedHealthcare and Aetna also eliminated some plans that had little or no enrollment in 2014, resulting in a total of 227 proposed plans.
The links below include tables of proposed rates for individual and small business plans to be offered on DC Health Link in 2015. The tables show low, high and average premiums by company, product type and metal level for ages 27, 40 and 55.
Please note: Since some plans, both individual and small business, offered in 2014 are no longer available and new plans have been added, see the charts under “Comparison of Year-over-Year Rate Changes” which show the average rate changes for the 185 plans still available in 2015. Comparing the 2014 and 2015 tables may result in erroneous conclusions.

Individual Proposed Rates
Below is a comparison of proposed rates from all individual plans to be offered on DC Health Link in 2015. Additions for this year include plan counts and Catastrophic plans have been added to the table, but only for age 27 since these plans are not generally available to individuals over age 30.

Comparison of Year-over-Year Rate Changes
The chart below is a comparison of year-over-year rate increases for those plans that are offered in both 2014 and 2015. The tables are broken down by carrier, product type and metal level.
Small Group Quarterly Changes
Small group rates adjust on a quarterly basis. Each group’s rates are guaranteed for a year but the rate varies depending on when during the year the plan is purchased. Carriers can make overall adjustments during the year, but otherwise the rates adjust each quarter based on the index rate. The table below shows the actual 2014 quarterly rate change relativities and the projected rate change relativities for 2015 for all of the carriers and product types using normalized base of 100 for each at 1/1/14.
