The District of Columbia's Emerging Leaders Program
The Emerging Leaders Program (ELP) is designed to attract, recruit and retain undergraduate and graduate students for District government. The program, which consists of several subset programs, will provide constant, consistent, informed, innovative ideas, options, best practices and recommendations on municipal programs from around the country to assist the Mayor and his administration in further building Washington, DC into a world-class city.
Why We Need the Emerging Leaders Program
- The District of Columbia Government is facing a workforce crisis.
- The “baby boomer” generation continues to retiree.
- Nearly 50 percent of the District’s Workforce will be eligible to retire in the next 10 years.
- More than 4,100 employees or nearly 20 percent of our workforce is eligible to retire today.
At the DC Department of Human Resources (DCHR) alone, 60 percent of its current workforce is eligible to retire today.
Goals of the Emerging Leaders Program
By extending our outreach to the next generation of District employees from the city, the region and the country, this will enable the Mayor’s administration to do the following:
- Be responsive to city government challenges and proactive at arriving at modern solutions.
- Identify best practices from other jurisdictions and develop implementation strategies in the District.
- Monitor and evaluate implementation strategies for best outcomes.
Summary of Programs
District Leadership Program (DLP)- Paid Internship Opportunity
The DLP is a leadership program that is designed to provide tomorrow’s leaders with the knowledge, tools, skills, and experiences that can be readily applied to their future challenges and pursuits, whether personal or professional. Our program takes a holistic approach to developing its interns, providing a wide range of stimulating and developmental activities including, but not limited to:
- Substantive assignments in an unlimited array of functional areas related to government operations (i.e., Human Capital Management, Finance and Budgeting, Information Technology, Legal, Contracting and Procurement, Small and Local Business and Economic Development, Legislative Affairs, Health and Human Services, Education, Performance Management and Operational Risk and Compliance)
- A customized Individual Development Planning (IDP) Learning Lab and Tool Suite
- Classroom lectures and coursework on topics centered around core business services as well as other specialty topics
- Online access to web-based training and development courses
- A series of ‘Profiles in Leadership’ brown bag luncheons
- 360⁰ performance feedback for each intern
- Active engagement in community service initiatives and projects
- Guest lecturers focused on topics such as Customer Service, Priorities for the District of Columbia, and Leadership Development
The program has the following timeline;
- Year-round (October to May), and
- Summer (June to August).

One City High School Internship Program (OCHSIP)
The One City High School Internship Program (OCHSIP) is a partnership between the DC Department of Employment Services and the DC Department of Human Resources, designed to provide District high school students with structured internship opportunities and mentoring relationships.
OCHSIP strives to provide students with the opportunity to do the following:
- Gain meaningful work experience through a paid internship
- Learn and develop skills, attitudes and the commitment necessary to succeed in today’s world of work
- Interact with dynamic working professionals in a positive work environment
- Develop a better understanding of public service careers while earning time and grade qualifications with District Government
