Barbara Davis Blum
Barbara Davis Blum is a Mayor-appointed Trustee on the District of Columbia Retirement Board and serves as Chair of the Investment Committee.
Ms. Blum is president of BDB Investment Partnership, a closely held company. From 1983 to 1998 she was chair, president and CEO of the Adams National Bank and the Abigail Adams National Bancorp (NASDAQ:AANB), the oldest and largest bank holding company majority owned and managed by women.
She is a founder and the chairman of the board of directors of the de nova Main Street Bank in Herndon, Virginia. She chairs the board of the Washington, DC-based public relations firm, Hager Sharp Inc., and is a member of the executive committees and treasurer of the boards of directors of the Institute of American Indian Arts, Smart Growth America and the Stimson Center (DC)—all national nonprofits.
Ms. Blum was the deputy administrator of the US Environmental Protection Agency where she set national environmental policy and represented the agency with the White House on all issues concerning energy and urban policy. She chaired the US/Japan Environmental Agreement, was a US representative to OECD and negotiated the first environmental agreement with the People’s Republic of China. Subsequently, she was the Senior Advisor to the United Nations Environment Programme in which capacity she advised developing countries on public infrastructure for sustainable economic development. The Federal Republic of Germany awarded Blum the Commander’s Cross of the Order of Merit, the country’s highest civilian award, in recognition of her international environmental leadership.
She was the deputy director of the successful Carter/Mondale Presidential campaign as well as the deputy director of the Carter/Mondale Presidential Transition. She was a speaker at both of President Clinton’s national economic conferences and has held four Presidential appointments requiring Senate confirmation. From 1992 to 2000 she was a member of the US Small Business Administration’s National Advisory Council where she headed the committee on capital formation.
Until 2005, Blum was a director and served as chairman of the executive and compensation committees of the Kaiser Foundation Health Plan and Kaiser Foundation Hospitals, Inc. dba Kaiser Permanente. For 15 years, she was a member of the board of the Kaiser Foundation Health Plan of the Mid-Atlantic States. She is also chairman emeritus of the board of directors of the Center for Policy Alternatives.
Ms. Blum was a founder and a president of Leadership Greater Washington, a diverse training and networking organization that in the last 21 years has graduated over a thousand top regional and national leaders. She received their top honor, Volunteer of the Year, in 2006. In 2008, she was awarded The International Alliance for Women’s World of Difference Award for entrepreneurial, corporate and public service contributing to the economic empowerment of women.
Her BA and MSW are from Florida State University. She is listed in Who’s Who International, Who’s Who in America, and Who’s Who of American Women.
